LTA Former Chair, Others Ordered Arrested

Criminal Court ‘C’ has ordered the arrest of former Liberia Telecommunication Authority’s LTA Boss, Albert Nah Bropleh for Economic Sabotage, misapplication of entrusted property and Criminal Conspiracy, violating the Public Procurement and Concession Commission-PPCC in a Competitive bidding process.
Ordering the arrest, Assigned Circuit Judge, Peter W. Gbeneweleh with immediate effect issued an arrest ordering the arrest of the living body of defendant Bropleh who is charged with the aforementioned alleged crimes.
The action of Criminal Court C is based upon indictment prepared against them, defendant Albert Nah Bropleh and others by the Grand Jury of Montserrado County Republic of Liberia, which were selected and swooned in its February Term of court AD 2015.
When the defendants were brought before the court to answer to the crimes levied against them, Criminal Court C further commanded them to make their official returns on the back of the official copy of the writ of the arrest as to the form and manner of its service.
Sometimes in September of 2008, the above mentioned defendants, Albert Nah Bropleh and others to be identified, of the City of Monrovia allegedly deprived the Government and people of Liberia of over US$21,862.50 (Twenty One Thousand, Eight Hundred, Sixty-Two United States United States Dollars and fifty cents), and ferociously, purposely, criminally, maliciously, willfully and intentionally stole, pilfered, took and converted about US$19,676.25 to their own use and benefit.
The men were indicted for the crime of Economic Sabotage, Misapplication of entrusted property, violation of the PPCC Competitive Bidding process, in total violation of Chapter 15, sub-chapter “F” (Economic Sabotage), section 15.80 (a), (b), and (c), section 15.81 (a, b and c) and section 15.82 (a, b and c) section 15.56 (Misapplication of Entrusted Property) Chapter 10 and 10.4 (Criminal Conspiracy) of the Penal Law of the Republic of Liberia an PART IX Section 131, subsection 1(a) and (b) of the Amendment and Restatement of the Public Procurement and Concession Act of 2005.
However, during the period of September 2008, Defendant Albert Nah Bropleh, former Chairman and Commissioner of the LTA, unilaterally selected Co-Defendant Goderich Construction Company and executed an MOU with the said Company for the procurement and installation of CCTV and access control system with two years part and warranty package at the total cost of US$21,862.50 without the consent or approval of the LTA Board of Commissioners and in total violation of the PPCC Competitive bidding process as required under the PPCC Act.
Meanwhile, Inspite of the violation and not being mindful of his fiduciary duty to the Government and people of Liberia, co-defendant Bropleh without the consent, knowledge and or approval of the LTA Board of Commissioners paid or caused to be paid, disposed, or caused to be disposed of, transferred, and or caused to be transferred to Co-defendant Joseph Dortu, President of Goderich Construction Company the total amount of US$19,676.25.
Hence, without any benefit or whatever accruing to the LTA, Government and people of Liberia thereof and with criminal intent did in fact apply the said funds to defendant’s own use and benefit.
Co-defendant Albert Nah Bropleh, former Chairman of the Liberia Telecommunication Authority, acting in concert and collusion with Co-defendant Joseph Dortu, General Manager of Goderich Construction Company and Madison Tukpah, allegedly did, in September 2008 criminally, maliciously, feloniously, diabolically, and with wicked intent deprived the Government and people of Liberia of over US$19,676.25, amount converted to their personal accounts.
